Applicant tracking system software gives a hiring team one record of the job, candidate, interviews and decision. For a small employer, the best ATS is usually the one that makes a consistent hiring process easy to follow, not the one with the longest feature list. Shortlist Breezy or Zoho Recruit when free-plan constraints fit one active role; compare JazzHR for recurring small-business hiring; consider a broader platform such as Workable or BambooHR when recruiting must connect to employee administration.
We reviewed official product and pricing pages on October 11, 2026 and captured each public vendor page. This is a documentation-based comparison of 11 real products, not a claim that we ran live hiring campaigns in each. AI matching, sourcing and fraud tools are vendor-described capabilities; they do not replace a documented human hiring decision. Our small-business AI tools guide uses the same distinction between assistance and accountability.

1. Workable: recruiting connected to HR

Workable combines a candidate sourcing suite, ATS and people-management capabilities. Its official descriptions include careers pages, interview coordination, evaluation tools, offers and permissions. It is worth considering when new-hire information needs to continue into HR rather than stay in an isolated recruiting database.
What to check before choosing
Separate the package you are buying from the entire product catalog. Assessments, candidate communications, advanced reporting and HR functions may affect the selected scope. Ask for the exact contract and a test of your calendar and employee-record handoff.
Demo task: Create a role, collect an application, obtain two independent interview scorecards and transfer the successful candidate into a sample employee record.
Candidate relationships are not sales opportunities, even if both use pipelines. Our small-team CRM comparison covers the separate sales use case.
2. Breezy HR: a one-role starting point

Breezy HR offers job advertising, branded careers pages, candidate pipelines and hiring collaboration. Paid functionality extends into automation and evaluation. For a team replacing email and spreadsheets, a constrained free tier can be a useful way to learn whether a common candidate record improves the process.
What to check before choosing
Bootstrap includes one active position or candidate pool at a time. Its unlimited-candidate wording comes with access to candidates added within the last 30 days. Do not interpret that as an unrestricted long-term searchable talent database. Check the current paid-plan boundary before starting a second role.
Demo task: Add candidates, move one through stages and inspect what remains accessible when a role closes or a candidate becomes older than the stated free-access window.
Document the hiring policy in a shared workspace; our Notion alternatives guide helps compare those knowledge tools.
3. Zoho Recruit: configurable corporate hiring

Zoho Recruit serves corporate HR teams and staffing agencies with candidate management, job distribution and workflow tools. Those are different business models: an agency managing clients should not assume the same edition and limits as an employer filling internal roles.
What to check before choosing
The corporate HR pricing page lists one active job per recruiter license on Free, with 10 and 20 active jobs on the paid corporate tiers shown. Hiring-manager or employee licenses have separate purchase conditions. Confirm the correct edition, license count and regional price.
Demo task: Create an approval step and show what a hiring manager can see without full recruiter permissions. Check whether a workflow change requires a paid tier or administrator.
Cross-system rules need ownership, as discussed in our automation tools comparison.
4. JazzHR: repeat hiring at smaller employers

JazzHR focuses on small-business recruiting from job posting to offers. Its public page emphasizes reducing administrative work through shared workflows and automation, which is useful when a founder or HR generalist owns hiring alongside several other jobs.
What to check before choosing
The current Hero offer is $1,000 per year and starts with three postings per month. Do not convert an annual obligation into a cancel-anytime monthly plan. Check job-board eligibility, posting allowances and whether evaluation and offer features are included in the selected package.
Demo task: Open the number of jobs you expect during your busiest hiring month and show the complete path from application to signed offer, including any upgrade prompt.
An ATS is one part of a wider stack; our business tools guide discusses avoiding overlapping subscriptions.
5. Teamtailor: employer branding and candidate nurture

Teamtailor combines an ATS with employer-branding tools, candidate relationship features and hiring collaboration. Its official descriptions include a branded candidate journey and communication automation, making it a candidate for teams whose careers site and talent community matter as much as the interview pipeline.
What to check before choosing
Require a quote with the integrations, permissions and automations your process needs. A good-looking careers page does not prove accessible application forms or reliable interview scheduling. Inspect mobile application behavior with a realistic CV before involving candidates.
Demo task: Publish a sample role to a private test careers page, apply from a phone and review the candidate communication generated at each stage.
For interview availability, distinguish ATS coordination from the general booking tools in our Calendly alternatives guide.
6. Greenhouse: structured hiring with governance

Greenhouse presents a hiring platform with structured processes and current products such as Voice AI, Real Talent and MyGreenhouse. These additions make it especially important to distinguish the core ATS from optional capabilities rather than treating every homepage feature as part of a single base subscription.
What to check before choosing
Ask how interview rubrics, permissions, candidate consent and retention work in the proposed package. If AI interviews or fraud signals are used, inspect accommodations, human review and the explanation available to the candidate and hiring team. Avoid treating a vendor outcome percentage as your expected result.
Demo task: Have interviewers submit independent feedback, then reveal it only at the intended point. Demonstrate how an incorrect fraud signal is challenged and corrected.
Implementation failures often resemble those in our CRM project failure analysis: missing process ownership and poor data quality.
7. Lever: recruiting relationships alongside applications

Lever describes an ATS with candidate relationship workflows and automation across scheduling, follow-ups and screening. Its current page also emphasizes AI recommendations with context and fraud safeguards. It belongs on a shortlist where returning to previous candidates is part of the hiring strategy.
What to check before choosing
Verify the sourcing and CRM functionality in your specific proposal. Confirm whether email and calendar synchronization preserve permissions and candidate opt-outs. Ask how imported historical candidates are marked and how you can distinguish a current application from an old contact.
Demo task: Import a small consented sample talent pool, create a nurture action and show the safeguard that prevents contacting someone who opted out.
Recruitment nurture is not customer outreach; compare that distinction with the pipeline selection in our Pipedrive alternatives guide.
8. Ashby: analytics and interview coordination

Ashby combines ATS workflows with recruiting analytics, scheduling and sourcing/CRM capabilities. Official documentation describes job setup, interview plans, activity automation, feedback blinding and reporting, making it a serious candidate when the team wants to analyze stage delays rather than simply count applications.
What to check before choosing
Pricing is segmented for teams up to 100 employees, 101-1,000 and enterprise. Do not invent a universal seat price. Establish whether your proposal covers scheduling, analytics, implementation and required permissions, and which existing reports can be reproduced after migration.
Demo task: Build a report for candidates waiting more than a defined number of days in a stage, then schedule a multi-interviewer panel and change one attendee.
Track rollout tasks in an appropriate Trello alternative while keeping candidate records inside the governed ATS.
9. Tellent Recruitee: collaborative hiring

Tellent Recruitee is the current branding for Recruitee and combines customizable pipelines, employer branding, candidate communication and collaboration. Its public page emphasizes bringing teams together and making recruiting data easier to use, which suits organizations spreading hiring responsibility across departments.
What to check before choosing
Map automation, reports and permissions to the actual tier. Ask whether offer approvals, onboarding connections and historical data import are in scope. Brand continuity is not enough: confirm the current supplier, package and integration terms on the quote.
Demo task: Give two managers different access levels, have them review the same candidate and confirm that internal notes are not exposed in a candidate-facing message.
Use a task-management app for personal reminders, not as a substitute for shared candidate status.
10. Manatal: smaller recruiting teams and agencies

Manatal offers customizable pipelines, candidate sourcing and collaboration for corporate HR teams, agencies and headhunters. It is worth a demo when recruiters need a manageable pipeline with sourcing support rather than a large HR suite.
What to check before choosing
The Professional plan has 15 jobs per account and a 10,000-candidate cap on the official pricing page. Check user billing, whether archived jobs count and what happens near the candidate ceiling. A low headline price is not comparable with an unlimited higher-tier package.
Demo task: Import a small candidate sample, check duplicate handling and permission boundaries, and export the same records with notes and attachments before accepting migration.
If custom data work is unavoidable, scope it separately from licenses using the service distinctions in our SaaS development companies comparison.
11. BambooHR: a continuous hire-to-HR record

BambooHR includes applicant tracking inside its broader HR platform. The current ATS page describes job postings, candidate communication, interview scheduling, offer letters, electronic signatures and automatic transfer into employee records after hiring. This reduces one handoff when the HR database is already the intended destination.
What to check before choosing
The current plan comparison lists 5 job openings in Core, 25 in Pro and 50 in Elite. Confirm those limits and the HR subscription cost in your quote rather than comparing BambooHR with a standalone free ATS. Payroll and other modules are separate purchase questions.
Demo task: Hire a sample candidate and verify which fields, documents and permissions carry into the employee record. Check that rejected applicants do not appear as employees.
Connector availability still needs validation, as explained in our integration tools guide.
Run the same hiring process in every demo
Define evidence before opening the demo
Use one role, five fictional applications and two interviewers. Include a duplicate applicant, a candidate requesting an accommodation and a manager who should not see compensation. Make the expected result explicit: correct stage movement, independent feedback, consistent communications and a usable offer record. An attractive dashboard is not the acceptance test.
Treat AI as a reviewable input
Ask which information influenced a recommendation, who can override it and where that override is recorded. Test missing or unusual CV formats. Do not send sensitive applicant data to a tool until your organization has checked its processing terms and retention. Fairness, accessibility and local legal requirements need qualified review beyond a vendor compliance badge.
Migrate without losing candidates or trust
Inventory the fields and permissions
Separate active applicants, historical candidates and employees. Map sources, consent records, interview feedback and attachments, then reconcile counts after a sample import. Decide who can export all candidates. Do not grant every hiring manager administrator rights simply because that is easier during rollout.
Measure the process after launch
Track response delays, stage duration, candidate withdrawals and hiring-manager completion, not just time-to-hire. Faster rejection is not automatically better recruiting. Set a review date after one complete hiring cycle and verify that the system can export usable data if you later switch. Include annual terms, onboarding services, messaging costs and integration work in the budget.
Frequently asked questions
What does an ATS do?
An ATS organizes jobs, applications, candidate communications, interview feedback and hiring decisions. It may also support sourcing, offers and onboarding connections.
Is there a free ATS for small employers?
Breezy Bootstrap permits one active position or pool, with candidate-access conditions. Zoho Recruit Corporate Free permits one active job per recruiter license. Neither should be assumed to include every paid feature.
Is an ATS the same as a CRM?
No. A recruitment CRM supports candidate relationships, while an ATS manages applications and hiring stages. Some recruiting platforms include both. A sales CRM is a different workflow.
Should a small team use AI candidate ranking?
Only with human review, clear evaluation criteria, suitable privacy terms and a way to inspect and challenge errors. A ranking is not a hiring decision.
Can an ATS connect to payroll?
Some connect through an HR system or integration, but support must be verified for your provider, region and package. Test actual field transfer before rollout.
What should I check before moving candidate records into an ATS?
Check which fields move across, how resumes and notes are stored, and whether rejected candidates keep their consent and retention dates. Run a small import first, then compare stage names, source tags and attachments against the old records before you move the rest.
